Amendment 458 aims to allow for the development of mixed-use commercial and residential properties in certain pockets of Scarborough. The buildings will be designed with specific restrictions in place, contributing towards the strong urban-coastal character of the region.

Amendment 458 Council Approval
19 June 2007
At its meeting on 19 June 2007, Council resolved to adopt Amendment 458 with some modifications. The modifications include removing clauses that allow for 12-storey development in exchange for public parking facilities on the corners of West Coast Highway and Scarborough Beach Road. The allowance for 12-storey development in exchange for a public access thoroughfare on the White Sands Hotel site remains in place. The remainder of the Amendment remains largely unchanged from that advertised for public comment in late 2006.
The next stage in the process is for the Minister for Planning and Infrastructure to make a final decision on Amendment 458. The City has now forwarded the Amendment to the WA Planning Commission, who will consider the document and make a recommendation to the Minister.
Amendment 458 Held-over

At it’s meeting on 15 May 2007, Council resolved that consideration of Amendment 458 be held-over until the Council meeting on 19 June 2007 to allow further information to be provided to Councillors. Submission Period Closed

The submission period for Amendment 458 closed on Thursday 30 November 2006. The City of Stirling is currently analysing the submissions received and will report on key outcomes in the near future.

Proposed Height Limits in Amendment 458

Proposed height limits range from 4-storeys (or 17 metres from ground level) to 8-storeys (or 32 metres from ground level). To put this into context, Observation City is 18-storeys high and approximately 68 metres from The Esplanade ground level.

In addition, an “AHD” height limit applies. The AHD limit generally caps development at 47 metres AHD. To put this into context, Observation City is 80 metres AHD.

The only exception to the above is on three specific sites that have been earmarked for a 12-storey (or 44 metres from ground level) height limit. These height limits will only be allowed where community benefits are provided on these sites by the landowner e.g. significant public car parking or a public access road.
Impact on Parking in Amendment 458

Amendment 458 does not propose to remove any car parking bays west of West Coast Highway. ‘Beach-goer’ parking will remain on the west side of West Coast Highway.

New public parking facilities proposed on the east side of West Coast Highway (on the two earmarked sites, and roadside along Scarborough Beach Road) are intended to cater for the commercial activity on this eastern side of West Coast Highway.
Please note: previous statements that Observation City is 55 metres high and at 70 metres AHD were incorrect.

Scarborough’s next big step
10 October 2006
The City has commencedthe process of consulting with the community regarding Amendment 458. An information brochure has been produced and will be distributed to residents and property owners of the affected area by October 16. The brochure also contains a feedback form (also available online), which we encourage interested persons to complete this and return it to us by 4pm Thursday 30 November 2006.
There will be two Public Open Days on Wednesday 1 November and Thursday 2 November from 6:00 - 8:00pm. The Public Open Days will be held at the City's Reception Hall and the Scarborough Sportsman's Club. Click here for more information on the community consultation process.
