Coastal Aquatic Facility Update


The City of Stirling is currently working on a proposal to develop a public integrated recreation facility on the Hamersley Public Golf Course site, Karrinyup. The proposal would include aquatic and golf facilities and associated recreational and community infrastructure fitting a modern recreation venue.

This proposed facility would provide the City of Stirling and its residents a world class recreational venue. The combination of an public integrated aquatic and golf facility would be an Australian first, and provides an exciting challenge in design and long term management.


Key Points:

Following the demolition of the Scarborough High School by the State Government in 1997, a  commitment was made to fund an aquatic facility in the region. 

The City of Stirling in conjunction with the State Government have progressed this project to date.

After investigation and consultation, the existing Hamersley Public Golf Course, Karrinyup site was identified as the preferred site.

A pre-feasibility report was completed by Macroplan in February 2008, which recommended further investigation and a full feasibility study. 

Stratcorp Consulting undertook the conceptual design, operational and construction costing and possible management models in September 2008 with the study complete in August 2009. 

Consultation was undertaken with key stakeholders including the Department of Sport and Recreation and neighbouring municipalities.

The Coastal Working Group considered the two models (25m and 50m pool) put forward by Stratcorp, both of which required considerable capital funding.   

Creating Communities were engaged to undertake the due diligence financial review (Financial  Review Feasibility Study) with major findings presented via a workshop to Councillors in November 2010.

A Special Electors meeting was held 8 February 2011 with strong support from those present to    proceed with the project. Following this meeting a Special Council meeting was held 22 February 2011, at which time there was strong support from Council to progress the development of the coastal pool project on the Hamersley Public Golf Course site.

The City of Stirling have reformed a Coastal Working Group to rescope the project and find both capital and operational savings whilst ensuring the integrity of design features and services that will benefit the community.

The City has appointed a Project Manager to work with a Coastal Working Group to proceed with the development of the project.

The inagural meeting of the Coastal Working Group was held on Monday 22 August 2011.
