Frequently Asked Questions
The following are the most commonly asked questions of the City of Stirling. Further information is available by calling our customer contact centre on 9345 8555.
1. My neighbour’s dog continually barks. Can anything be done?
Yes, action can be taken to resolve such problems. The first thing to do is to discuss the situation with your neighbour in a calm and friendly way. If this is not possible, or if the problem persists, you should ring our customer contact centre on 9345 8555.
2. How and where do I register my dog?
Dog registrations can be completed in person at the City's Administration Centre; 25 Cedric Street, Stirling. Alternatively, you can e-mail stirling@stirling.wa.gov.au or telephone 9345 8555 to have a form sent out to you.
3. My bin wasn’t emptied today. Can I arrange to have it done as soon as possible?
Yes, please call our customer contact centre on 9345 8555 and we will arrange for it to be emptied.
4. My rubbish bin is damaged. What can I do?
Call our customer contact centre on 9345 8555 and we will arrange for your bin to be repaired or a new bin to be delivered.
5. My bin was stolen. Can you replace it?
Yes, please call our customer contact centre on 9345 8555 and we will arrange for a new bin to be delivered.
6. How can I notify you of a change of address for my rates notices?
You can advise us in person at the City's Administration Centre or alternatively, you can call the customer contact centre on 9345 8555.
7. Can I obtain a copy of the plans of my property and is there a fee?
You can obtain copies of plans for dwellings and commercial buildings built after 1970. The Council has no records for buildings constructed before 1970.
The fee as at 30 June 2007 for a copy plan for a residential property is $60.00, for a commercial building is $120.00 and for units is $120.00. These fees include GST and are subject to change.

8. Who is responsible for maintaining and/or repairing a crossover?
The property owner is responsible for maintaining and/or repairing a crossover.
9. The dividing fence needs replacing and my neighbour won’t pay. What can I do?
You need to contact the Department of Housing and Works for further advice on 9440 2290.
10. Who do I contact about graffiti?
You can report graffiti to us by completing the online graffiti report form, e-mailing us or calling our customer contact centre on 9345 8555.
11. What time is the Justice of the Peace available?
The Justice of the Peace is available Monday - Friday; 11:00am to 2:00pm. The office is located on the ground floor of the City's Administration Centre.
12. When is the next junk/green waste pickup in my area?
There are two junk and two green waste collections per year. To find out the date of your next collection, please check the Rubbish and Recycling section of our website call our customer contact centre on 9345 8555.
13. Who do I speak with regarding road works in my street?

14. Where can I pay my rates?
There are a number of payment options:
- By Post: Cheques should be written for the exact amount, and made payable to The City of Stirling, PO Box 1533, Osborne Park 6916. Please allow a few days for mail payments to reach the Council. Your payment must be RECEIVED by the DUE DATE shown to qualify for discount or the four-instalment option. Receipts are not issued unless requested.
- In Person: At the City's administration centre; 25 Cedric Street, Stirling (8.30 am to 4.30 pm Monday to Friday). Payment can be made by cash, cheque or EFTPOS (Debit cards - limit of $1,000.00 per transaction, or Credit Card - limit of $10,000.00). Acceptable cards: MasterCard or Visa.
- In Person: At any branch of Australia Post, by cash, cheque or debit card.
- In Person: At Newsagents look for the red BillEXPRESS logo to pay with cash, cheque, debit card, MasterCard or Visa. For locations call 1300 739 250 or visit www.billexpress.com.au Biller ID: 000151.
- B-PAY: Financial Institutions registered with B-PAY may accept payment from your cheque, savings or credit card account. Quote our BILLER CODE 5231 and the Payment Number shown on the top right-hand corner of the front of the rate notice.
- Internet: Click 'payments' and follow the links (Credit card transaction limit is $10,000.00). Acceptable cards: MasterCard or Visa.
- Telephone: To pay this account using your credit card, telephone 1300 661 144. Credit card transaction limit is $10,000.00. Acceptable cards: MasterCard or Visa. Callers phoning outside Australia should call +61 38102 8202.
15. Do you have a dog and cat sterilisation subsidy?
The City does not offer subsidies. Try contacting the Ruby Benjamin Foundation who do offer subsidies to some pet owners.
16. How do I report a pothole that needs repairs?
Call the customer contact centre on 9345 8555 and they will file a maintenance request for you.
